Vice President National Science and Technology Development Agency

          The National Science and Technology Development Agency or NSTDA is a Thai Governmental Agency responsible for S&T research funding. Under NSTDA are three national research centers: National Electronics and Computer Technology Center ( NECTEC ). Biotechnology Center ( Biotec ) ,and Metal and Materials Technology Center ( MTEC ). I joined NECTEC as a Deputy Director in 1994 and was transferred to NSTDA in 1999. I was appointed a Vice President and CIO of NSTDA in 2000 and I resigned at the end of 2001.
          My major responsibility while at NSTDA was to oversee the computer operations in the central administration of NSTDA and coordinate the computer operations with other three national centers. This includes the development of NSTDA's IT Master Plan and annual IT plans, IT budgeting, trainings and establishment of IT standards.

Director Technical Information Access Center

          TIAC is a small operation unit within the central administration of NSTDA. The main duties of TIAC are to provide access to technical information through online databases and technical journal collections. Major users of TIAC are NSTDA's researchers, faculty members and students from graduate schools of several universities.
          I was appointed Director of TIAC after the former Director, Dr. Sutthiporn Patumtaewapibal resigned to become Dean of Engineering Faculty, Assumption University . The daily operations of TIAC are possible through the efficient work of TIAC staff led by Miss Praditta Siripan. Chairman of the IT Standard Subcommittee Thai Industrial Standard Institute

          I was voted the Chairman of the Technical Subcommittee 536 of the Thai Industrial Standard Institute in a meeting some time ago. The development of IT standards in Thailand is very slow due to lack of knowledgeable persons in this field. In the past the development of Thai IT standards was a long process. Each member of the subcommittee was asked to think about the technical aspect of the standards and came back to discuss the whole text. This is actually too slow and could not keep pace with the development of IT. At present the Institute has changed the policy to adopt the International standards for use in Thailand and more standards have been announced.
          I have to admit that I could not do much in this capacity due to lack of support and only a few persons are interested in this issue. A Japanese expert once told me that a country should have about 300 IT standards. Thai IT standards are far behind this number.

Chairman IT Master Plan Working Group Ministry of Science, Technology and Environment

          In 1998 the Cabinet through the recommendation of the National IT Committee resolved that all departments and ministries must submit an IT Master Plan to the Budget Bureau before requesting the budget. In 1999, the Ministry of Science, Technology, and Environment appointed a Working Group to oversee the development of the IT Master Plan. I was also appointed to chair this working group. The actual work was carried out by a group of IT specialists from NECTEC. The plan has already been prepared but the task of the working group is not finished because we still have to change and modify the plan every year.

Chairman GIS Training Subcommittee Ministry of Science, Technology and Environment

          The Ministry of Science, Technology and Environment is responsible for the GIS research and development projects of the whole country. A department that wants to obtain budget for GIS research and development must prepare a proposal for submitting to the Ministry. After the proposal is approved, the department can them request for the budget from the budget Bureau. The Ministry has appointed a National GIS Committee and several subcommittees. I was appointed a chairman of the Training Subcommittee to oversee the GIS training of the Ministry.
